The persona is writing an epic. The meter is anapestic hexameter. The setting is the wild west. There is irony in Buffalo Bill the pigeons and then he is killed. Was he a stoll pigeon?
This poem wasn't quite what I found interesting. The writing style on the page was not traditonal. There is a third person who is speaking. Overall not a hit for me.

This is actually just meant to be a tribute to Buffalo Bill. It is not an epic, as an epic is a long, extensive poem. cummings is a unique writer!
